Electric Customer Bill of Rights

In order to protect all Wisconsin electric consumers, I will do everything I can to protect and improve Wisconsin's highly reliable electric system and low rates.


I support careful changes in utility law and regulation that will:

  • create vigorous and fair competition in the construction of new power plants.
  • ensure that all Wisconsin customers share fairly in the benefits of existing power plants and wholesale competition.
  • create an independently operated regional transmission system necessary for a competitive wholesale electric market.
  • prevent anti-competitive abuses and pricing by utilities and their affiliates.
  • will increase the percentage contribution of Wisconsin's renewable energy resources and improve energy conservation and efficiency.
  • ensure fair affordable and equitable rates for all type of consumer classes.
  • reduce electric rates for all Wisconsin consumers in both the short term and long term.
  • promote increased employment and economic development in the Wisconsin electric industry.


I oppose all radical deregulation proposals. including retail wheeling, that will:

  • abandon a regulatory system that has worked well and is not broken.
  • threaten the safety reliability and adequacy of future electric supply for Wisconsin consumers and businesses.
  • permit low-cost electricity to be shipped to businesses in Illinois and other states at additional expense to Wisconsin consumers.
  • raise rates or shift costs to residential agricultural and small business customers.
  • harm Wisconsin's environment. by lowering standards for power plants and transmission lines.
  • reduce representation of, accountability to, and protection for Wisconsin consumers in major policy decisions relating to the state's electric utility industry.
