Renewable Policy in Wisconsin

Wisconsin Wind Siting Rules PSC 128

For Background Information, see Wisconsin Wind Information Center Website

The legislative review period is over; the wind siting rule survived legislative review. The rule now proceeds to the revisor's office for publication, and is set to take effect March 1, 2011.

Come the new year, some 3 1/2 half years after we started rolling this particular boulder up the hill, there will hopefully be a statewide rule in place for permitting wind generators in Wisconsin.

In early January,  (LRB 0929/1) was released.  The bill, included provisions that would require 1,800 foot setbacks from property lines, among other unworkable provisions.  RENEW will be developing further strategies.  We know that turnout (especially from businesses) at the upcoming hearings will be critical.  Participation at these hearings must be a priority to anyone interested in Wisconsin's wind energy future.

new  LRB 0929/1 provisions for wind have been separated into a separate bill (Special Session Assembly Bill 9)

The law, as written, would apply to permitted projects that have not yet started design and construction. This expands the universe of projects that must comply with the requirements contained in this proposal. RENEW has put together a table of wind projects, titled "Projects on the Brink of Extinction," that identifies the proposed installations, including those that have been permitted, that could not proceed if the bill draft becomes law. Feel free to refer to this table in your communications with your representatives.

Projects on the brink include the following identified by town and county:

Village of Cashton (Monroe)
Seymour (Lafayette)
Forest (St. Croix)
Randolph (Columbia)
Springfield (Dane)
Mishicot (Manitowoc)
Ridgeville, Wilton, Wells, Jefferson, Sheldon (Monroe)
Chilton & Rantoul (Calumet)
Hazel Green, Smelser, Paris (Grant)
Stockbridge/ Brothertown (Calumet)

pointing finger The fate of ARTs, in 2009, was that the Public Service Commission of Wisconsin (PSCW) did not order mandatory tariffs. The PSCW did, however, strongly recommend that the electric utilities voluntarily provide some ART offerings for their customers.
