HOW WILL THE PROPOSED ADDISON

WIND FARM BENEFIT YOU?


PURPOSE OF GROUP

Many people have asked, "What's in it for me?" Taxpayers for Addison Wind Farm is a group of Addison residents who studied the question and see numerous benefits for our community. Our goal is to provide a forum for those who are in favor of the proposed wind farm and to distribute a positive, non-adversarial message of the benefits to the community. We have outlined some of those benefits in this newsletter and ask for your support by signing a petition in favor of the wind farm and by notifying a member of the Town of Addison Planning Commission of your support.

GENERAL INFORMATION

FPL Energy has proposed building a 33-turbine wind farm in the town of Addison. After temporarily withdrawing a Conditional Use Permit, FPL Energy held a series of public information meetings. FPL Energy has said that it plans to resubmit a Conditional Use Permit application in mid-December. 

A Conditional Use Permit would give FPL Energy and local farmers approval to continue to pursue plans to develop a wind farm in the town that meets the conditions outlined in the permit. Should the wind farm be built, it must operate within the conditions in the permit or be shut down. 

The Conditional Use Permit would also establish a simple and expedient process for citizens in the town to address concerns regarding the wind farm during operation.

TAX CREDIT NOW AVAILABLE

The House, Senate, and White House have agreed to extend the Production Tax Credit (PTC) for wind energy facilities through December 31, 2001. FPL Energy has said it will share its available PTC’s with participating landowners, directly adjacent landowners, and the Town of Addison. This is likely to increase the payments to all involved with this project, including the Town of Addison.

KEEP THE AGRICULTURAL FEEL OF THE TOWN

Because the wind turbines will be placed on agricultural land, farmers would be able to continue farming their land up to the base of each wind turbine. This fits into the "Land Use Plan 2015" by keeping the Town of Addison zoned A-1, Agriculture. 

The "Land Use Plan 2015" also calls for controlled growth of housing development. The additional income to participating farmers will allow them to remain farming as long as possible, holding back housing development. While new housing increases the tax base, it also impacts the community by adding to the need for more services, such as roads, increased enrollment in schools, and increased need for fire and police protection. That's why we need sources of revenue beyond what residential development can provide.

PUT ALLENTON ON THE MAP 

Allenton area residents will feel a sense of pride and ownership in a wind farm. Local businesses will benefit from interested visitors to the area to see the wind farm. When visitors stop in the community to eat or fill their gas tanks, local businesses will benefit.



 
CLEAN ENERGY IS A POSITIVE

This area of the state is beautiful, and keeping the water and air clean enhances that beauty. Renewable energy sources, such as wind energy, are going to become more and more prevalent as fossil fuels and nuclear power are losing credibility with the public. Showcasing an environmentally clean energy source would create a positive image of our community.

This fast growing area of the state has a greater demand for electricity than ever before. The electricity generated here will be used in 12,000 homes in the area of the wind farm. 

The issue of stray voltage is a serious one for participating farmers. Many have had stray voltage problems in the past and they would not compromise their dairy herds for this project. Electrical expert, Tom Beane, who has worked with local farmers on their stray voltage problems, has assured the dairymen in person and in a letter dated November 2, 1999 that "I am confident that this wind farm installation will have no electrical effect on the surrounding dairy farms."

THERE IS NO DATA TO INDICATE THE SITE POSES A THREAT TO WILDLIFE

Steve M. Ugoretz, DNR energy team leader for the DNR, said that various environmental impact studies done on the wind farms have found that they have little or no impact on the environment and wildlife in the area.

RESIDENTS HAVE PRIDE IN THEIR WIND FARM
When speaking to residents in Clear Lake, Iowa, the site of the Cerro Gordo 55-turbine wind farm, one senses pride and excitement about their wind farm. Neighboring counties have requested FPL Energy to return and build a wind farm in their area. 

The residents in Kewaunee County are also proud of their wind farm. According to project director, Scott Carmody, the few initial issues, such as poor TV reception, have been resolved since operation began in June. Many neighboring residents have realized that their initial fears proved to be unfounded.

PROPERTY RIGHTS 

Farmers play a very important economic role in the Addison community supporting local businesses and paying taxes. They have been blessed working rich farmland for generations and provide food for the world. Now, they’ve been given an opportunity to harvest the wind as a clean, renewable energy source. 

Many farmers have opened their land to hunters, snowmobile trails, visits from local school students on field trips, and community events, such as "Breakfast on the Farm." It’s important that all Addison residents support their decision to help the environment, generate additional local income, and reduce local taxes. 

RUMORS, RUMORS, RUMORS

There have been rumors floated by some opposed to the wind farm. For the record: The participating farmers will be paid for the use of their land. They will NOT receive a reduced rate or free electricity. They have NOT received free trips to Florida or anywhere else paid by FPL Energy. The farmers were invited to attend the ribbon cutting ceremony in Clear Lake, Iowa at the site of the Cerro Gordo Wind Farm on June 28th. A handful attended and FPL Energy paid for their overnight hotel expenses.

In an effort to stop this project, some opposed are presenting false and misleading information. It’s important to make a decision based on facts and not fear. Wind turbines are safe and clean and pose no threat to our health and safety.

If you signed a petition for the opposition based on misinformation and now support the wind farm, you may sign a form declaring your change of opinion.
